在运营社区电台的三年间，我们也一直在思考着音乐地域性和边界问题。国内俱乐部恢复开张已有一年之久，而全球其他地方的演出场所却还在停业状态。考虑到在物理受限的当下，并且有了几次国内外合作直播的经验后，我们觉得，何不做一个体量更大的线上音乐节，突出那些音乐场景没有那么高知名度的国家，让我们的场景中的音乐人与观众也能与他们建立联系，“隔网观火”音乐节就这样诞生了。
音乐节将由三个部分组成：直播现场演出、研讨会及工作坊。我们邀请了来自世界各地、不同流派的音乐人，希望在带给大家一个新鲜、多元化阵容的同时，也能深入了解文化背景在艺术家创作过程中所带来的影响，以及这些地区当代地下音乐场景是怎样的。
本次音乐节原本打算作为 SHCR 官方网站的开幕，因为特殊原因，我们未能实现当初所制定的目标——在国内与国外同时直播节目。本次音乐节将继续在 SHCR 的 Bilibili 平台进行直播，而全部内容将在3月18日前全部上传至网站 shcrad.io。

During our 3-year experience of running an online community radio, music geography and boundary has been one of the most-focused topics on our platform. It's been one year since China's nightlife has reopened while other parts of the world are in various stages of lockdown. With some previous experience of hosting streams from different countries, and the current situation of unable to travel distances, we came up with an idea to put out a larger scale online music festival. With this festival, we aim to encourage Chinese artists and audiences to engage more with scenes from countries that traditionally get less mainstream press coverage and inspire mutual understanding.
We are excited to be presenting all 13 artists' performance and dialouge.
The Out of Touch Online Festival will host livestreamed performances, workshops, and panel discussions with our participating artists. We hand-picked a variety of multi-genre artists from different parts of the world. Hope to inspire audience not only to know their music, but also get a better understanding of how their cultural background influenced their creative output and different underground musicscenes across the world.
In addition, the Out of Touch Online Festival will serve as the official launch of the SHCR website at SHCRA.IO. Ironically, the website has failed the first mission of the festival - while we had planned to host the streams on the SHCR website for it to be easily accessible outside of China. Because of the unique situation of Chinese internet, after months of engineering, our signal is still blocked.
Out of Touch Festival streams live in China March 12-14 and will be found on SHCRA.IO website March 18th.

Jup Do Bairro is a multidisciplinary from Brazil. During her career, she has been as an educator, speaker, stylist, actress, singer, performer and event producer, all in a self-taught way and always placing narratives that cross her body of work. Jup do Bairro joined the band of the artist Linn da Quebrada for about three years, as her vocal backing, performer and collaborated in the creation of “Pajubá” in 2017. Simultaneously, she created the project BAD DO BAIRRO, alongside music producer and DJ BADSISTA, who also produced the EP CORPO SEM JUÍZO, released by Jup in 2020. Debuting the singer's solo career, the EP was a public and critical success, earning Jup the Multishow and APCA awards in the Revelation category of the Year. BODY WITHOUT JUDGE also brings the special appearances of Deize Tigrona, Rico Dalasam, Linn da Quebrada and Mulambo. On television, Jup premiered in 2019 on Canal Brasil (Globosat), where she conducts the TransMission interview program with Linn da Quebrada, with two seasons already underway and a third in production.

曾旅居柏林4年，现定居上海的RUI HO，是活跃于国内与欧洲电子音乐地下场景中的一名跨性别音乐制作人、DJ 与歌手。通过4年来于英国电子音乐厂 牌Objects Ltd以及上海新锐厂牌 Genome 6.66Mbp 发表制作人EP，接受 Vogue专访并获得 The Guardian、Dazed、DJ Mag、Resident Advisor 等国际媒体的好评与报道，并受邀参与 Boiler Room、Red Bull Music Academy、CTM、Sonic Acts 等国际音乐节的演出。
去年9月份，RUI HO通过知名英国电子音乐厂牌Planet Mu发行了首张个人专辑Lov3 & L1ght，首次在作品中大量使用人声，并将R&B，Reggaeton，Hip Hop，Pop以及Makina等多种音乐风格融合入这张专辑之中，并受到来自于同为跨性别者的Sophie，100 gecs等多位Hyperpop风格的电子/流行音乐人的影响，尝试将长期以来不断尝试融合的中国风曲风通过更加微妙的方式与流行音乐相结合。

Rui's first release was in 2016 on Chinese label Genome 6.66Mbp and from the outset her sound was something totally unique. She referenced Chinese melodies, fusing them with energetic European club music, manifesting a truly original take. Her last two EPs on Planet Mu sub-label Objects Limited explored different forms of growth, both as a trans woman ('Becoming Is An Eventful Situation') and referencing allegorical Chinese folklore ('In Pursuit of the Sun 逐日'). Continuing with the theme of growth, RUI HO presents her debut album 'Lov3 & L1ght' on renowned UK electronic music label Planet Mu (Jlin, RP Boo, Machinedrum, Sinjin Hawke & Zora Jones) which walks the thin line between pop and global club music with determined style.
RUI HO has been making buzzes with heavy and playful DJ sets throughout the European experimental underground scene as well as in China. They have performed at 3hd Festival (Berlin), Balance – Club / Culture Festival (Leipzig), Les Urbanise (Lausanne), CTM Music Festival (Berlin), Boiler Room Hard Dance series and many more.

Shelhiel is a Malaysian pop artist of Chinese ancestry. Singing and rapping in three languages, Chinese, Malay, and English, he released his debut EP Superstrobe last November. Before his solo debut, he had collaborated with a variety of artists across Asia, including NYK and Gao Jiafeng and played at festivals and shows across Southeast Asia including Good Vibes Festival and Urbanscapes, while also opening for acts such as Hyukoh and FKJ.

Maria Teriaeva is a Siberian-born, Moscow-based musician and composer. She uses the modular synthesizer as a framework for her music combining it with acoustic instruments and voice. Before taking up the Buchla, Maria played guitar in several Russian indie bands, also released a few instrumental EPs under the alias Dub I Prosto Derevo (Oak and Just a Tree). Aspiring to make music independently and being enthralled by the sound, Maria turned her attention to the Buchla synthesizer, an instrument intended for electronic music performance that could also operate as a portable music studio, and found it to be very freeing. Maria is also a member of the Keen Association, a company that produces innovative instruments for sound and music, including the Buchla modules, and is a notable name on the Moscow electronic scene. In 2015 she participated in the Red Bull Music Academy in Paris.

For the last few years has also been organizing Durban's largest annual Goqm Bloq Party called Festive Road Block Umlazi.
Impazamo presents his debut release. A six track ep that explores his signature dark left field gqom productions that have been rocking Durban nightclubs over the past few years. Over the years he has crafted a unique sound exploring Gqoms textures within different arrangements from the genres usual track structure. The ep also includes a collaboration with Uganda MC Ecko Bazz with the track GQOM Tera.

Temple Rat's music is influenced by sparks of the natural and religious environment she grew up in, ancient oriental rhythms as well as by her favorite 90’s acid elements. In 2017 she released her first EP on ADE China Pavilion Records and from 2019 on, she has collaborated with Tokyo producer Ryogo Yamamori with whom she released her latest album on Kagerou Records which is available on Beatport, Itunes, Spotify, etc.
So far her musical career has brought her to cities all over China, Japan, and major European festivals like the Château Perché Festival (France), the Summer Story Festival (Spain) and the ADE (Netherlands). Temple Rat has recently performed live sets for Carnival Bizarre at KitKat Club Berlin, the Boiler Room Shanghai edition, Block FM Tokyo, and the RedLightRadio Amsterdam.

Martin Khanja (aka Lord Spike Heart) and Sam Karugu emerge from Nairobi's flourishing underground metal scene as former members of the bands Lust of a Dying Breed and Seeds of Datura. Together in 2019 they formed Duma (Darkness in Kikuyu) with Sam abandoning bass for production and guitars and Lord Spike Heart providing extreme vocals to the project.
Recorded at Nyege Nyege Studios in Kampala over three months in mid 2019, their self-titled debut album fuses the frenetic euphoria, unrelenting physicality and rebellious attitude of hardcore punk and trash metal with bone-crunching breakcore and raw, nihilist industrial noise through a claustrophobic vortex of visceral screams.
The savant mix of brutally adrenalized drums, caustic industrial trap, shredding grindcore inspired guitars and abrupt speed changes create a darkly atmospheric menace and is lethal on tracks like the opener "Angels and Abysses" , "Omni" or "Uganda with Sam".
The gruelling slow techno dirges and monolithic vocals on "Pembe 666" or "Sin Nature" add a pinch of dramatic inevitability bringing a new sense of theatricality and terrifying fate awaiting into the record's progression.
A sinister sonic aggression of feral intensity with disregard for styles, Duma promises to impact the burgeoning African metal scene moving it into totally new, boundary-challenging experimental territories.

Rắn Cạp Đuôi 诞生于2014年，由吉他手Phạm Thế Vũ与知名制作人Đỗ Tấn Sĩ组成，后来日本噪音摇滚乐队Boredoms前成员Trần Duy Hưng加入其中作为鼓手。一开始RCĐ便与如Sạn Art, Sao La Collective, Galerie Quynh及The Factory等艺术组织进行合作，也是在这是RCĐ吸收勒新的贝斯手 Israel Rowland ，加拿大多乐器演奏者Colton Cox及Bjorn Bol，他的多产帮助RCĐ更加塑造了自己的声音。
With its inception in 2014, Rắn Cạp Đuôi Collective, originally consisted of guitarist Phạm Thế Vũ and accomplished producer Đỗ Tấn Sĩ. They were later joined by Boredoms (Japan) alumni Trần Duy Hưng of the Hanoi based cultural and arts group “the Onion Cellar” on drums. In the beginning, RCĐ worked with a number of Saigon based art institutions including Sạn Art, Sao La Collective, Galerie Quynh, and The Factory but remained primarily an online presence through the prolific efforts of the original members. During this time RCĐ expanded to include American Israel Rowland on bass and Canadian multi-instrumentalists Colton Cox and Bjorn Bols whose expansive discography and talents helped continue to diversify the collectives sound. In early 2017, RCĐ was joined by multi-instrumentalist and producer Zach Schreier (Sao La) who had previously worked for a number of projects in the United States and would work creatively on the collectives‘ contemporary work. The primary members of Rắn Cạp Đuôi Collective consist of Vu, Si, and Zach fulfilling much of the collectives music output.
